When I download the Software, my browser says it is ‘blocked for security reasons’. How should I proceed?

Hardware Setup: My Addressable LEDs don’t blink on power up

When I power up the board the small onboard LEDs don’t blink.. In the instructions it says they should be blinking, not sure what I’m doing wrong..

When I plug in my board the red LED light doesn’t turn on. So I can’t see if it actually powers up? Not sure if that’s a problem and what the reason could be?
